      Recognition of Foreign Higher Education Qualifications in the Czech Republic


      I. Legal regulations providing for the recognition in the Czech Republic:

      A. Act no. 111/98 Sb. on higher education institutions – sections 87, 89, 90, 105, 105
      B. Act no. 71/68 Sb. on administrative proceedings (administrative code)
      C. International agreements binding on the Czech Republic

      II. Competent recognition authorities:

      A. Ministry of Education, Youth and Sport shall decide on the qualifications obtained by applicants in the following countries:
      • - Afghanistan – diplomas and records only which concern academic degrees in humanities, natural sciences, social sciences, technology, agriculture and veterinary medicine
      • - Bulgaria
      • - Slovenia
      • - Bosnia and Herzegovina
      • - Hungary
      • - Poland
      • - Georgia
      • - Turkmenistan and Tajikistan

      B. State higher education institutions decide on the remaining cases (i.e. other than those covered by section A):
      • - diplomas issued in signatory countries:
      • Afghanistan – other than humanities, natural sciences or social sciences and other than technology, agriculture or veterinary medicine
      • issued in countries which had signed the conventions on recognition of studies and diplomas within the European region (e.g. Lisbon Convention, Paris convention)
      • - diplomas issued in non-signatory countries

      C. Recognition of higher education diplomas issued in Slovak Republic
      Diplomas issued by higher education institutions in Slovak Republic are valid on the territory of Czech Republic without any official recognition procedure. No decision is made or certificate of equivalence issued for Slovak diplomas. 
      III. Essential elements of application for recognition of higher education qualifications in the Czech Republic:

      A. Essentials of application – the applicant shall meet these requirements for the application to be formally accepted and for the proceedings to commence:
      Written application by a holder of qualifications issued by foreign higher education institution stating the following:
      - name and surname of holder of qualifications issued by foreign higher education institution 
      - - date and place of birth
      - - citizenship
      - - permanent residence address
      - - phone number
      - - address, to which the decision should be sent
      - - name and registered office (city, country) of the higher education institution, which issued the qualifications
      - - date of commencement and completion of study
      - - name of the study programme in Czech language
      - - name of the field of study in Czech language
      - - date of application and signature of the holder of qualifications by foreign education institution (and officially authenticated power of attorney when filed by a holder’s agent)
      - - purpose of application (further study or pursuit of a profession in the Czech Republic)

      B. Supplements consisting of:
      - an original or an officially authenticated copy of a diploma, certificate, Diploma Supplement or another certificate of passed examinations and credits throughout the study, preferably including subject descriptions and their translations into Czech language
      Where the diploma had been issued outside a signatory state, an authentication is required of signatures and stamps on original documents by the Ministry of Foreign Affairs of the state where the registered office of the issuing higher education institution is based or by a competent foreign authority and pertinent representation of the Czech Republic abroad.
